Proposals must be submitted via the DoD SBIR/STTR Submission website at following the instructions contained in the solicitation, including the instructions specified in the topic files for the DoD component to which you are applying. Submissions must include Volume 1: Proposal Cover Sheets, Volume 2: Technical Volume, Volume 3: Cost Volume, and Volume 4: Company Commercialization Report to be considered a complete proposal. Small businesses submitting proposals through the Submission website may modify their proposals at any time until the solicitation closing on January 22, 2014 at 6:00 a.m. ET. Technical Q&A through SITIS

Once DoD begins accepting proposals on December 20, no further direct contact between proposers and topic authors is allowed, but proposers may submit written questions through the SBIR/STTR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing. SITIS closes to new questions on January 8, 2014. All questions and answers will be posted up to January 22, 2014. All proposers are advised to monitor SITIS at during the solicitation period for questions and answers and other information relevant to the topic under which they are proposing.

Phase III sales and investment figures, as well as manufacturing-related R&D and other commercialization information, must be updated within the last 12 months for all Phase II awards. For more information, see Guidance for Completing the Company Commercialization Report: Instructions and Definitions on the Company Commercialization section of the DoD Submission website.
