Dear Big Goal Partners, The purpose of this communication is to seek commitments for industry representatives to participate in the Gallup Strengths Coaching training the week of March 2 to the 6th. The course market value is $7,500 and is in direct support of our region’s Big Goal career connection efforts. Despite the near term setback with the Lilly Endowment, we remain committed to the career connection strategy that we outlined as exactly the game-changing effort this region needs to engage our high school students with the high-wage, high-growth jobs in your industry. Our students must be prepared for the jobs of the future, and we understand that you need an incoming workforce prepared and motivated to help your company grow. With this in mind, we are moving forward with a pilot of the strengths-based career connection effort we spoke with you about in the summer. You may recall that this effort will connect students directly to representatives of our region’s target industries that have been trained and certified as Gallup Strengths Coaches. Gallup Strengths Coaching is a professional development model that focuses on developing the student and employee strengths rather than mitigating weaknesses. It’s been employed by Fortune 500 companies around the globe, as well as in schools and universities. We believe this approach provides a foundation for a “common language” for the career connection that we know is critical to the development of our talent pipeline in Northeast Indiana. We have arranged for Gallup to come to Fort Wayne the week of March 2nd through March 6th to train 20 Strengths Based Coaches. We aim to have ten coaches from industry as well as ten from our New Tech high school partners. We are seeking a commitment for an individual from your company to participate in this valuable training and subsequent coaching. This is a week-long training session that will occur in Fort Wayne. Participants will be required to attend the entire 4 ¼ day training to achieve certification. Your designated employee will receive the full course value of $7,500 in professional development expertise (at no cost to companies aside from their time commitment). The course will provide the knowledge and certification for participants to:
- Help others understand their talents and how to use them to produce results and reach their goals.
- Advise on how to overcome obstacles, weaknesses, and vulnerabilities.
- Educate others about how to use strengths to transform their relationships.
- Help individuals understand their unique strengths in the context of others.
- Help managers use strengths-based techniques to address specific team-related issues.
- Teach teams use their unique talents for greater productivity.

The Northeast Indiana Procurement Technical Assistance Center (PTAC) is collaborating with the Northeast ISBDC to offer two upcoming workshops on government contracting that will take place on February 20 and March 11 at the NE-ISBDC. In addition, the local PTAC is also partnering with the Northeast Indiana Defense Industry Association (NIDIA), Indiana University-Purdue University Fort Wayne (IPFW), and various organizations to present a NIDIA Mega Conference on April 17 at IPFW. Introduction to Government Contracting will take place on Friday, February 20, at from noon to 1:30 p.m., at the Northeast ISBDC. This workshop, which is free of charge and open to business owners, will discuss the following topics:

2015 NIDIA Mega Conference will take place in the IPFW Walb Student Union’s International Ballroom on Friday, April 17. This all-day event is open only to members of the Northeast Indiana Defense Industry Association (NIDIA) and includes a complimentary lunch courtesy of NIDIA and the Northeast Indiana Regional Partnership (NEIRP). The theme of the conference is “Collectively Solving the DoD’s Innovation Challenge: Key Enablers, Leaders and Strategies.” The event will include a welcome by the new NIDIA President, Retired Colonel David L. Augustine, and various speakers, including Major General Omer “Clif” Tooley of the Indiana National Guard and Shane Springer, executive director of the Indiana PTAC, among several other key figures. The event will also highlight the impact that entrepreneurs and growth businesses have in Northeast Indiana and show how the community can engage with what is going on and take advantage of the energy. The NIIC second annual “ideas@work” event on April 21, 2015 will be made possible through the generous support of pre-event sponsors. No funds will be solicited during the event. Event net sponsorship proceeds will be used to fund NIIC initiatives including the Student Venture Lab program and Regional Entrepreneurship outreach.
Indiana Lieutenant Governor Sue Ellspermann announced this past July a partnership between the Indiana Economic Development Corporation, the Office of Small Business and Entrepreneurship (OSBE), and Elevate Ventures to help small businesses tap into the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. These programs offer non-dilutive funding to small businesses to develop and hopefully commercialize new technologies. Last year alone, the federal government distributed nearly $2 billion of these awards to small businesses in a variety of different industry sectors. Only 32 Indiana businesses were part of that distribution. The state’s new program is intended to boost that number. Through this new partnership, the Indiana Procurement Technical Assistance Center, which operates under OSBE, is offering small businesses free technical assistance with the complicated SBIR and STTR proposal-writing process. This assistance includes help with the identification of research topics that best align with the company’s expertise or technological vision. Additionally, Elevate Ventures is utilizing the 21st Century Research & Technology Fund to supplement proposals (Phase 1 only) with a support letter committing $0.50 of additional funding for every federal dollar awarded, up to $50,000. More is still needed, though. In addition to technical and financial assistance, which improve a company’s odds of winning an SBIR or STTR award in the first place, the bigger priority for our state’s economy is to help small businesses commercialize resulting technologies and transform them into sources of long-term revenue. Commercialization, after all, is the goal of this entire program, and it leads to something we all care about: new jobs. So how do we support small, high-tech companies in a more comprehensive way? For starters, we need to facilitate more collaboration and connectivity within Indiana’s diverse SBIR/STTR community. We need to connect SBIR and STTR award recipients with large businesses and university programs around the state that can bring a higher level of technical expertise, business acumen, or financial resources to the development process. We need to encourage, and perhaps provide incentives for, research partnerships between these entities, and maybe even incentivize research that is better aligned with existing or projected commercial activities in the state. We also need representatives from Indiana’s SBIR/STTR community to convene regularly, build personal relationships, and exchange ideas that have potential to rise the tide for all involved. Such a gathering occurred last month. On Dec. 5, the Indiana Aerospace & Defense Council and Rolls-Royce co-hosted a multi-industry event to support the state’s new program. The event, titled Fueling Innovation and Business Growth through Federal R&D Programs, featured remarks from the Lieutenant Governor, as well as panel discussions with industry, university and federal government representatives. Elevate Ventures and the Indiana Procurement Technical Assistance Center also spoke with attendees about their services. This event offered a variety of perspectives and best practices to help Hoosier businesses better leverage federal R&D programs. Small businesses (Aerodyn Engineering, Go Electric, IN Space, CreateAbility, Wolf Technical Services, and SkySight Technologies) shared both success stories and lessons learned in their attempts to commercialize federally funded technologies, and they also articulated how the state’s matching funds program helps companies move farther down the commercialization path. Conversely, large businesses (Rolls-Royce, Ultra Electronics, Raytheon, and Exelis) talked about how they are partnering with small businesses across the country to support their own technology development and commercialization efforts, and university panelists (Purdue, IU, Rose Hulman, IUPUI, and IPFW) shared with attendees their respective efforts to help small businesses bring new technologies to market. As the state’s SBIR/STTR program moves forward, and more small businesses attract federal research and development funding, events like this need to continue. We need to keep a sharp focus on commercialization, and these sorts of gatherings ensure that small businesses in our state have a well-functioning and active network of resources available at their disposal. Exelis has been awarded a direct commercial contract worth $28 million to provide an existing international customer with additional communications equipment, spare parts and ancillary devices. Communications equipment acquired under the contract includes the RT-1702 SINCGARS, or Single Channel Ground and Airborne Radio Systems, along with installation kits and spares to support the system. Exelis has sold more than 600,000 SINCGARS radios with supporting ancillary devices worldwide. The production of the radios for this international contract will take place at the Exelis Fort Wayne, Indiana facility. Exelis is a global aerospace, defense and information solutions company with over 50 years of service. The company’s objective is to provide “affordable, mission-critical solutions for global customers.” The company is a leader in positioning and navigation, sensors, and air traffic management solutions. Headquartered in Rochester, NY, Exelis employs over 10,000 people and achieved nearly $5 billion in sales in 2013. It has branches in Boulder, CO, Clifton, NJ, Herndon, VA, Los Angeles, CA and Suffolk, VA in addition to its plant in Fort Wayne.
